Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION NO. 00-03- <br /> <br />A RESOLUTION APPROVING THE ISSUANCE OF A GRADING PERMIT BASED ON <br />FINDINGS OF FACT # AND DECLARING TERMS OF PERMIT <br /> <br /> WHEREAS, <br />Findings of Fact #~ <br />following conditions. <br /> <br />the Ramsey City Council adopted Resolution No. 00-03- adopting <br /> for this use and herein approves the Grading Permit subject to the <br /> <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />On March ~, 2000, a Grading Permit ("Permit") was issued by the City of Ramsey ("City") to <br />North Fork, Inc. ("Permittee") for grading operations on the property legally described as <br />follows: <br /> <br />Lots 3 and 4, Block 2, NORTH FORK LAKE ADDITION, Anoka County, Minnesota. <br /> <br />This permit is issued pursuant to Section 9.03.04 and 9.1.18 of the Ramsey City Code. The <br />conditions of this permit are as follows: <br /> <br />1. This permit shall expire on September 28, 2000. <br /> <br />All equipment used for grading operations shall be maintained and operated in such a <br />manner to minimize noise, dust, and vibrations adversely affecting surrounding <br />properties. All equipment shall be kept in good repair. Failed equipment and rubbish <br />shall be removed from the worksite regularly. <br /> <br />Ail worksites shall be properly safeguarded to prevent the general public from depositing <br />garbage or other refuse on the worksite. <br /> <br />4. Existing tree and groundcover shall be preserved to the extent feasible. <br /> <br />Grading operations shall be conducted in such a manner to minimize interference with the <br />surface water drainage outside the boundaries of the operation. <br /> <br />No grading operations shall occur at below an elevation of 6 feet above the elevation of <br />the water table on the worksite. <br /> <br />Fencing may be ordered by the City Council or City Engineer anytime the permit is in <br />force and shall be installed within 24 hours of written notice. <br /> <br />8. All access roads to and from the Subject Property shall be maintained in order to <br /> minimize dust. <br /> <br />The maximum slope other than the working face shall be sloped on all sides no steeper <br />than a rate of 2 foot horizontal to 1 foot vertical. In no case shall the slope of the working <br />face be left unattended with a slope greater than 2 feet horizontal to 1 foot vertical. When <br />grading operations are anticipated to be discontinued for an interval greater than one <br />working day, the slopes shall be flattened to a grade no steeper than 4 feet horizontal to 1 <br />foot vertical. <br /> <br /> <br />
