Mayor Gamec
Motion carried.

Aye

Case #5:

Public Hearing on Improvement Project #99-67 (Storm Sewer for Mississippi
River Stormwater Subdrainage District No. 1)

Mayor Gamec closed the regular portion of the City Council meeting at 9:07 p.m. in order to
conduct a public hearing.

Public Hearing

Mayor Gamec called the public hearing to order at 9:07 p.m.

Presentation

City Engineer Jankowski presented the Council with a modified feasibility study addressing the
storm sewer needs for the Mississippi River Stormwater Subdrainage District No. 1. The
discharge of the storm water will be made to the Sunfish Lake storm sewer. This alternative
proved to be less costly than four other alternatives that had been analyzed. The improvements
to the district consist of the following:

· Construct a .:runk storm sewer system along the north property line in the district.
· Connect the trunk storm sewer to the existing storm water pond located in the Business Park.
· Connect the trunk storm sewer to the existing 42-inch storm sewer system located along the
west side of Sunfish Lake Boulevard.

City Engineer Jankowski noted that the total project cost would be $391,100, which would
include a contribution from outside the district for overflow of Business Park 95 in the amount of
$105,000.

Citizen Input

Robert Dillon, 6225 Highway #10 NW, Ramsey, stated that he does not understand that when
there are only a couple of parcels that have a problem why the entire area should have to pay
when they currently don't have a need for the storm water drainage.

Mr. Jankowski explained that he was given direction to address a solution to fill the need for the
entire area to minimize the overall cost because it is very expensive to jack under state and
county highways.

Mr. Dillon agreed with what Mr. Jankowski had said, but questioned why the pipe is not being
run on the north side of the railroad track.

City Council/February 22, 2000
