Case #3: Review and Update City Municipal State Aid System (MSAS) <br /> <br />The City Engineer reviewed the background and status of the City's Municipal State Aid System <br />(MSAS) from which the City currently receives $614,790 annually for the construction and <br />maintenance of the City's arterial and collector street systems. A portion of the funding is based <br />upon the cost of bringing the designated system up to certain State Aid standards. <br /> <br />The City Engineer presented three recommended changes to the MSAS which would correct <br />discrepancies resulting from actual construction, or are better planning of State Aid routes than <br />those same routes currently designated on the existing map. The City Engineer also informed the <br />Public Works Committee that 1.95 additional miles are available to be designated. The <br />Committee reviewed the current State Aid System map and directed no specific changes other <br />than that proposed by the City Engineer. The Committee further directed staff designate as much <br />of the remaining available mileage as possible. <br /> <br />Council Action: <br /> <br />Motion to ratify the Public Works Committee's direction that staff designate all available <br />additional mileage to the State Aid System. <br /> <br />Case #4: Corridor Modifications to Introduced Right-of-Way Ordinance <br /> <br />The Public Works Committee reviewed a draft of the Right-of-Way Ordinance following <br />modifications proposed by Connexus Energy and reviewed by staff. Dirzction was provided by <br />the Committee on several policy points. The Committee recommended that this ordinance be <br />sent back to City Council in the newly revised form and be considered either for adoption or re- <br />introduction. <br /> <br />Council Action: <br /> <br />Based upon discussion with City attorney. <br /> <br />Case #5: Mississippi River Crossing Preference <br /> <br />Staff prepared a resolution asserting a preference for a proposed Mississippi River crossing <br />which would be shown at a location southwest of C.R. #83. This would be consistent with the <br />City's Comprehensive Plan.
