Recommendation: <br /> <br />As noted above, sometime between TSM's first request for a moratorium exception in June of <br />1998 and November of 1998, the future land use map in the draf~ comprehensive plan changed <br />on this property from Mixed Residential to Urban Rural Residential Transition. Therefore, <br />TSM's concept plan for a towr~house neighborhood is not in keeping with the December 21, <br />1999 draft comprehensive plan approved by City Council and forwarded to Metro Council for <br />approval. Under the Urban Rural Residential Transition designation, .a maximum of 3 units per <br />acre would be allowed on this property.
