MEMORANDUM

DATE: April 19, 2000

TO:

Sylvia Frolik, Community Development Director

FROM:

Steve Jankowski, City Engineer

Ace Solid Waste Traffic Generalities

I am in receipt of an April 12, 2000 letter describing the traffic generalities, which will occur as a
result of that proposed development. In addition to the truck trips generated by the development
there will also be employee traffic to and from their work site. Presumably this will add a
minimum of 40 trips in both the early morning and mid afternoon, since there will be a number
of employees at the facility in addition to the truck drivers.

In addition, I have also, reviewed the An0ka County 2015 Comprehensive Transportation Plan
and offer the following observations:

· C.R. #57 is classified as a collector ..highway, which in an urban setting can carry up to
15,000 trips per day.

The 1997 traffic count on C.R. #57 between T.H. #10 and C.R. #116 is 5500 trips per day.

2015 traffic projections indicate that traffic on this segment of C.R. #57 will function at a
level of service C or greater without capacity improvements.

In addition, I would offer these following observations:

McKinley Street is a MSA street and has been constructed to standards consistent with
accommodating truck traffic.

The traffic generated will ocour at off peak hours.

McKinley Street will be 'extended westward to Jaspar and Ramsey Boulevard, providing
future alternate access to the site from the west.

McKinley Street is currently being used by heavy tracks from Commercial Asphalt
throughout the day without any reported adverse traffic impacts to the area.

It is my opinion that the traffic generalities caused by this site plan will not cause any significant
negative impact on the existing local road system. It is further my opinion that other land uses
consistent with the present zoning could have a more significant traffic impact, particularly
during peak hour periods.

Sharcdlcorrcspljanko~$kilmemoslFrolik Re Ace Solid Waste

142

I
I
I

I
I
I
I
I
I
I

I

I

I
I
I
I
