For you
it has been a few weeks, for me it has been a lifetime. Although it has always been a dream, I never
had the financial wherewithal to even consider a project of this size. It is only through the hard work of
our employees and commitment of our customers that this dream has become a reality.

Beyond all the questions, conditions and money, I am personally committed to make this the best
facility in Ramsey and in Anoka County. My reputation, my business and the future of our recycling
programs depend on it. Please consider the following items before making your decision:

1)

Ace Solid Waste has a 40-year history of service in the community. In the service business,
repeat business is our business. A poor reputation resulting from a shoddy facility simply destroys
the confidence and trust we have earned over the years.

2)

Although the opposition has focused on the MSW transfer portion of Phase II, the facility will
have a strong recycling component. Depending on market conditions, the recycling operation
will use 50 to 70 percent of the facility capacity. The company has always been an innovator in
the market and the ability to manage our own recyclable material will provide several direct
benefits to our customers and your residents:

a. Reduced truck traffic in residential neighborhoods given the opportunity to unload source-
separated material in one location.
b. Better access to material markets which results in more material being recycled.
c. Reduced reliance on our competitors to provide facilities for recyclable material. '

By combining a recyclables facility with a MSW facility the economics become feasible and help
to insure the future success of city and county recycling programs.

3)

Ace Solid Waste is a growing business that will. bring new, un-aided, tax revenue to the
community. City staffhas told us the annual tax bilI will be in excess of $50,000. In addition to
the current 70 employees of Ace, we expect job growth of at least 25 positions in the next five
years. This type of growth and tax base is exactly what the City of Ramsey needs. Material
intensive industries may take up alot of space and warehouses are big and impressive, but the
number of jobs generated is the true measure of economic stability.

4)

The tour of a much larger facility by City Staffand some members of the Council showed that a
properly operated transfer station can peacefully exist in an industrial area. A review of market
values in the Brooklyn Park Station area show no adverse impact on property values (study

143
