Enclosed). Our operation is ideally suited for this area and will be an enhancement to the
neighborhood. Clearly, given our focus on the environment, the amount ofgovet:nment
regulation and existing neighborhood, Ace Solid Waste will not contribute to the adverse
environmental issues currently in the neighborhood. In fact, we believe our presence will help
bring attention and. focus to an area that is badly in need of help.

5) Unlike other businesses in the area, we have agreed to specific and onerous conditions and
regulations as part of the Conditional Use Permit. We understand and agree with the conditions
because environmental protection is our business; we would do it anyway. The permit conditions
as proposed address the concerns of the opposition. They meet and exceed any possible
environmental concern or impact. In addition, further regulation by the County and State will
insure the City of Ramsey and our neighbors that the facility will be a clean, well-run operation.
Many of the conditions are broad and can be applied in virtually any situation, but some address
obvious concerns:
a. Conditions 5, 6, 7, 8, and 9 demand that all operations occur inside the building with
limited hours of operation to reduce noise, tra~c and odors. They also prohibit the
collection or storage of hazardous waste or the storage of any MSW for more than 12
hours.
b. Condition t2 imposes rodent control measures that include pest control and a plan.
Although we know rodents will not be an issue, this condition still requires time, money
and paperwork for a concern that is more of an issue in a neighborhood where junk cars
and equipment are routinely stored. Remember, environmental protection is our business
and WE (my office overlooks the transfer station) live there too.
c. Condition 13 requires us to clean up the neighborhood. Although it is only for debrls
caused by our activity, it goes without saying; all debris wilt be from our activity (real or
imaged). Again, its our bUsiness, we will handle it.
d. Condition 14, requires time, money and paperwork to limit noise, odors, and dust. We are
required to submit, no less than annually, noise and air quality reports.
e. Condition 17 allows the City to tell us where to drive our vehicles.
f'. Condition 18 requires us to pay the City's cost in administering the Permit.

As all of you know, neighborhood issues can be difficult. Opposing sides always have strong opinions
and sometimes have fact-based concerns. We believe the Conditional Use Permit addresses these
POTENTIAL concerns and provides a framework t° handle them.

Lastly, we are a community servant providing an essential service to the residents of Ramsey and the
surrounding area. The facility and regulation as proposed will allow for the service to continue and
prevent any adverse environmental impacts.

Thank you in advance for you thoughtful consideration 0four project.

Andy Schweizer
Owner

144
