Mallard Ponds Review Letter
April 20, 2000

parking must be restricted on either side of the private streets to maintain adequate
emergency vehicular access. No parking signs should also be erected along the private
roads. Staff also requests that the cul-de-sac be re-named to 140* Avenue NW, the
northerly private street be re-named to 140t~ Lane NW and the southerly private road be
re-named to 140'~ Avenue NW.

Traffic Generation Anal~,sis: The latest revision of a traffic analysis was prepared by
Mr. James Johnson of Hakanson, Anderson and Associates, dated April 4, 2000. Three
scenarios were presented in this report, with regard to traffic generations. Under the
scenario which generates the greatest mount of traffic, no senior citizen occupancy of
detached and twin homes were included. These numbers reflect 1606 daily trips being
generated from the proposed development, 125 additional trips in the peak morning hours
and 157 new trips in the peak evening hours.

Street Lights: The Developer should make arrangements with Con_nexus to install the
streetlights and send the utility bills to the homeowners association. The City Engineer.
should be provided with a copy of the street light layout for incorporation into the City
street light map.

Grading and Drainage: The grading and drainage plan has been presented on sheet 2 of
3 prepared by John Oliver and Associates. It is proposed that the townhome development
be graded such that drainage transmits from the center of the site to the east and west.
Storm sewers are provided on the east and west sides of the development conveying
runoff to two storm water detention ponds located along the DNR Protected Wetland.
The southerly pond drains to the northerly pond which outlets into the wetland. There is
an outlet from the DNR protected wetland, which discharges to the Rum River.

This plan is generally acceptable with the following observations.
1. A permit from the Lower Rum River Water Management Organization needs
to be obtained. Calculations will need to be submitted verifying the adequacy
of the ponding for water quality treatment.
2. Greater detail needs to be provided for the grading between the northern
property line and lots I0 through 16. It is my recommendation that storm
sewer be provided at the rest of these lots to avoid the need for draining
between the residential units. There is minimal grade in this .... To
accommodate drainage.
3. The storm sewer system shall be a private system maintained by the
appropriate owner associations.

187
