Mot[on by Commissioner Johnson, seconded by Commissioner Kociscak, to reopen the public <br />hearing. <br /> <br />Motion Carried. Voting Yes. Chairperson Anderson, Commissioners Kociscak, Wivoda, <br />Dempsey, and Johnson. Voting No: Absent: Commissioners Jensen and Nixt. <br /> <br />Chairman Anderson called the public hearing back 'to order at 8:00 p.m. <br /> <br />Ms. Gust stated that all of the neighbors are present because they oppose the rezoning. She also <br />stated that she has never received any notice regarding the Comprehensive Plan and felt that they <br />should be involved with anything that affects them. If the rezoning goes through, then it is <br />usually an automatic that the plat will be approved. <br /> <br />Commissioner Johnson replied that the rezoning is significant because it creates a certain level of <br />entitlement, but the problem is the proposed Comprehensive Plan has identified this area for <br />development with high density residential uses. <br /> <br />Ms. Eltingson questioned if Outtot L is currently zoned commercial. <br /> <br />Community Development Frolik replied that Outlet L is currently zoned PUD which will remain <br />the same and could be used for a commercial business. <br /> <br />Commissioner Johnson inquired as to why the residents object to the rezoning. <br /> <br />Ms. Ellingson replied that the majority of the residents are concerned with the impact on traffic <br />this development would have on the area. She explained that their neighborhood is surrounded <br />by County roads and it is already impossible to get out of the neighborhood. The proposed <br />development will be an increase of 200 to 500 cars coming through their neighborhoods. She <br />thinks the developer should construct single family homes on the site. <br /> <br />Chairperson Anderson questioned if there was a preference amongst the residents whether the <br />property be developed as business or residential. <br /> <br />Ms. Ellingson replied that she would prefer the property be developed residential, but single <br />family residential and address the traffic issue in the area. <br /> <br />Commissioner Johnson stated that the difficulty the Commission has is that they are not free <br />agents because of the Comprehensive Plan and they have to work the best they can with the <br />contents of it. <br /> <br />Karl Schearer 14033 Dysprosium Street NW, Ramsey, stated that he has lived in the area for <br />approximately a year and agreed with the statements of Ms. Ellingson. He expressed that there is <br />a traffic problem in the area and that it is not the right area for a high density development.
