Randy Baccus, 14148 Argon Street NW, Ramsey~ stated that he knew that'the road would go <br />through some day, but does think the through traffic is a problem. He supported the suggestion <br />of closing 142"d Avenue. <br /> <br />Commissioner Dempsey stated that some of the comments made were regarding the zoning of <br />the property and he was involved in the focus group on the Comprehensive Plan. He explaine~ <br />that part of the problem is that the City of Ramsey has not offered much in the way of alternative <br />styles of housing. In trying to identify potential areas for other types of housing, they had to <br />identify areas that have sewer and water available. There are two parcels in the vicinity of <br />Northfork that are identified for high density housing, but will have to wait until sewer and water <br />is in the area before the land can be developed. <br /> <br />Julio Rodriguez, 14160 Barium Street NW, Ramsey,' questioned why the streets need to be <br />extended. He felt that closing off 142"a Avenue would be a good.idea. If through traffic is added <br />to Barium and Argon streets, people will get hurt. He questioned why the residents were not <br />involved if the City Council recommended that the property be zoned high density. <br /> <br />Commissioner Dempsey replied that the Comprehensive Plan deals with land usage, not the <br />layout of the streets. There is nothing at ~this present time that states the two roads have to be <br />extended. <br /> <br />Chairperson Anderson questioned if the streets need to be extended. <br /> <br />City Engineer Jankowstd replied that the streets were intended to go through at some point, but it <br />would be possible to have cul-de-sacs which also have some negatives. <br /> <br />· Mr. Rodriguez stated that the development should have their own in and out access because the <br /> through streets would not be a benefit to anyone. <br /> <br />Ms. Gust stated that on the letter that was received from the City, it stated that it was a public <br />hearing to consider a request to rezone the property; but Commissioner Dempsey stated that there <br />is no decision to be made regarding zoning. <br /> <br />Commissioner Dempsey replied that there is a choice on rez°ning as well. But under the terms <br />of the proposed Comprehensive Plan, the land has been labeled high density and during the <br />process of setting up zoning they must be in conformance with the Comprehensive Plan. Once <br />the plan is approved, the City no longer has the choice and the property would be rezoned high <br />density. <br /> <br />Ms. Gust stated that every resident should have had a chance to vote on the Comprehensive Plan. <br /> <br />Ms. Ellingson questioned if there is a low density zoning and if so, can it still be changed in the <br />Comprehensive Plan. <br /> <br />Planning Commission/March 6, 2000 <br /> Page 13 of 25 <br />i <br /> <br />201 <br /> <br /> <br />
