I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br />,I <br /> <br />Public Hearing <br /> <br />Chairman Anderson called the public hearing to order at 7:40 p.m. <br /> <br />Presentation <br /> <br />City Planner Rasmussen stated that Chris Bulow is requesting a rezoning of the property <br />proposed to be platted as Mallard Ponds to facilitate the redevelopment of detached townhomes, <br />twinhomes and a future apartment complex. The property is 16.67 acres in size and is within the <br />Metropolifan Urban Service Area (MUSA). The preliminary plat accompanying the application <br />proposes to develop the entire parcel with 17 detached townhomes, 40 twinhomes and a future <br />apartment complex. The adjacent parcels to the north and west are zoned Planned Unit <br />Development (PUD). The parcels on the east are zoned B-1 Business. The Comprehensive Plan <br />Draft dated December 21, 1999, designates this area for high density residential according to the <br />Future Land Use map. This category includes housing developments with a maximum density of <br />15 units per net acre and includes housing units such as townhomes, condominiums and <br />apartments. Ms. Rasmussen also explained that Chris Bulow of Bulow, Inc. is requesting <br />preliminary plat approval of Mallard Ponds. The plat consists of approximately 16 acres in the <br />area generally described as north of C.R. #116 and east of Dysprosium Street. The current <br />proposal is to develop the property with 57 townhome units; a portion of the. property is being <br />reserved for a future apartment development. The property was supposed to be in the <br />development moratorium until February 16, 2000, but at the applicant's request, the Council <br />excepted the property from the moratorium on January 11, 2000. Per staff's recommendation, a <br />rezoning to PUD has been applied for. In keeping with the text relating to high density <br />residential in the draft Comprehensive Plan, detached townhouse units are proposed on the <br />perimeter of the plat abutting adjacent single family lots in the Flintwood PUD. The revised plan <br />proposes Barium Street rtmning south into the plat and continuing west to Dysprosium Street, <br />which then fees into C.R. #116. Barium Street would be the only through street in the <br />development. Argon Street is proposed to be turned into a cul-de-sac running south form the <br />Flintwood Hills Development. All other streets in the plat are proposed to be private streets. <br />The City Code requires a site plan review for the apartments; no site plan review is requked for <br />the detached townhomes and twinhomes. However, the City recaptures the opportunity to <br />review development aspects relating to the townhomes and twinhomes such as architectural <br />standards, off-street parking, structure setbacks, landscaping, etc., as part of the rezoning process. <br /> <br />Citizen Input <br /> <br />Chris Bulow, 9380 Napier Avenue NE, Otsego, explained that the revisions that were made to <br />the site plan came directly from the community and staff concerns relating to the additional <br />traffic.
