Chairperson Anderson inquired if the Commission was reviewing the preliminary for the entire
site of only the townhome development.

Mr. Bulow replied that the preliminary plat up for approval is only for the townhomes.

Community Development Director Frolil~ explained that the preliminary plat would include the
townhomes, apartment lot but not the building, and the existing piece of commercial property.

Kathy Gust, 14079 Dysprosium Street, Ramsey, inquired if the rezoning had already been
approved.

Chairperson Anderson replied no, that the item is currently tabled.

Ms. Gust stated that at the last meeting it was mentioned that the apartment complex may be
developed as a senior complex, but nothing was included in the plans for a senior gathering
complex.

Chairperson. Anderson replied that Mr. 'Bulow indicated during the last meeting that the
development would not be marketed for seniors, but that his experience, with this type of
developments is that they attract seniors.

Ms. Gust inquired if there was any further research done regarding an access onto C.R. #116.

City Engineer Jankowsld replied that he did have a meeting with the County and discussed the
possibility of having an access onto C.R. #t 16. The current site plan proposes to have a right-in
right-out access onto C.R. #116. During the meeting with the County they discussed the
possibility of having a full access onto C.R. #116 located on the southeastern corner of the
property and the County's response was that they would prefer to have the right-in and right-out
access only. In regards to the traffic study to determine if the intersection of C.R. #116 and
Dysprosium could handle the additional traffic it was determined that the newly constructed turn
lanes on C.R. #116 would be 200 feet and they also anticipated that there will be two lanes of
traffic when the intersection becomes signalized that would allow for 16 vehicles before the
intersection would become blocked which would be adequate 'for the additional traffic. The
County Engineer also suggested that possibility of a loop connection that would allow for more
green light time on Dysprosium to move traffic through during peak traffic times.

Chairperson Anderson inquired if a full access onto C.R. #I 16 has been completely eliminated as
a possibility,

City Engineer Jankowski replied that the full access intersection has not been ruled, out, but it
would not be the preference of the County. He suggested that possibility of installing a median
that would allow left turns into the sight from C.R. #116, but no left turns from the site onto C.R.
#i16.

Planning Commission/March 20, 2000
;

2O8

I
I
I
I
I
I
I
I
I
I
I
I'
I
I
I

I
I
I
