I

I

'1

Stacey Ellingson, 5383 141st Avenue NW, Ramsey, stated that she has lived in her home for 13
years and sees no reason why the development has to connect to their existing development. She
suggested having a one street access into the proposed development with no access into the
existing development. She also stated that in the previous meeting it was brought up that there is
a 20 percent requirement, in a PUD, for recreational purposes which is not included on the site
plan. She explained that she spoke to some of the City Council members and she was informed
that the Charter Amendment states that all new developments have to' be similar to adjacent
neighborhoods and have a "minimal impact" on the existing neighborhood" and she feels the
proposed development will have a great impact on the existing neighborhood.

Troy Brooks, 14022 Dysprosium Street, Ramsey, inquired if any study had been done to
determine what will happen to the wetlands and if Barium Street is extended to Dysprosium what
will the City do about moving the mailboxes on the west side of Dysprosium so that they will not
be dodging cars to get to their mailboxes.

Rhonda ?, 5380 141'' Avenue NW, Ramsey, stated that the turn lane onto to Dysprosium will not
work which will drive resident up Barium Street through the existing neighborhoods for easier
access onto Dysprosium. She also requested that the Park Dedication that will be received from
the development be used to construct a trail between Barium Street and Dysprosium.

Rosemary Sare, 14107 Barium Street, Ramsey, stated that extending Barium Street increases the
potential for accidents because most of the driveways are sloped and would not have good
visibility. She stated that she is opposed to Barium Street being extended.

Amy Erickson, 14101 Dysprosium Street, Ramsey, inquired if the 200 foot stacking room would'
be before the intersection of C.R. #116 and Dysprosium is improved or after.

City Engineer Jankowski replied that the 200 feet of stacking would be after the improvements
are completed.

Ms. Erickson stated that there is a very low water table in the area and questioned the impact the
new development will have on the drainage in the area.

City Engineer Jankowski replied that the grading plan Shows that backyards of the proposed
townhomes will drain from back to front.

Ms. Erickson inquired if there has been any more discussions as to how the City can slow traffic
down on Dysprosium.

City Engineer Jankowski replied that the issue will be discussed with the Public Works
Committee and that their goal is to make the entire street more pedestrian friendly.

Ms. Ellingson noted that they have had water problems also. She also inquired if there has been
any discussions regarding the speed humps.

Planning Commission/March 2t), 2000
;:

209
