He noted that the agreement for the apartments
would include that the apartment cannot be subsidized.

Jennifer ?142na Avenue NW, Ramsey, questioned why the City would need another senior
complex.

Mr. Bulow replied that the current senior complex has a very long waiting list. He also noted
that the open space of the development is well over 43 percent and the City requirement is 20
percent. Mr. Bulow explained that the proposed plan required five land acquisitions-to put a
whole development together and if one of the properties is taken out of the process the
development will not move forward and would then either be developed commercial or all
apartments.

Jennifer Scheer, 14033 Dysprosium Street, Ramsey, inquired if the property'is currently zoned
commercial and the proposed Comprehensive Plan has the property zoned -high density.

Commissioner Dempsey explained that the land is in a transition situation, but the overriding
document is the one that is anticipated to go into place which means the appropriate use would
be high density housing. He stated that the planning process has been done over several years
and was widely advertised in seeking residents to participate in the process.

Ms. Scheer replied that she would prefer a residential development rather than commercial~ but
also wanted to note that the proposed entrance into the development is adjacent to her home
which will mean she will have several headlights shining into her bedroom.

Chairperson Anderson noted that the following letters were received during the last meeting:

· Paul Miller, 14138 Argon StreetNW, Ramsey
· Darren and Amy Erickson, 14101 Dysprosium Street, Ramsey
· Carson E. and Michele M. Jockisch, 5388 141~t Avenue NW, Ramsey
· Letter signed "Ramsey Resident"

Motion by Commissioner Jensen, seconded by Commissioner Kociscak, to close the public
hearing.

Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Jensen, Kociscak,
Dempsey, Johnson, Nixt, and Wivoda.
