The public hearing closed at 9:14 p.m.

Commission Business

Chairperson Anderson called the special meeting of the Planning Commission back to order at
9:14 p.m.

Commissioner Wivoda questioned the need for continuing Barium Streetl

City Engineer Jankowski replied that when Barium Street was platted it was anticipated that it
would continue to the south, but stated there are other options available. He did note that the
traffic generation analysis completed on Barium Street showed that there would be very minimal
impact on the existing neighborhood by connecting Barium Street to the proposed development,

Commissioner Wivoda inquired if the traffic analysis takes into consideration people using
Barium Street as a "short cut".

Commissioner Johnson stated that is concerned that the residents in the proposed development
will take Barium Street to the north rather than the south,

City Engineer Jankowski replied that if the intersection of Barium Street and Dysprosium does
not function then it could be an accurate scenario that people would use Barium Street to the
north.

Commissioner Johnson questioned if Barium Street was turned into a cul-de-sac what impact
would it have on the developer.

Chairperson Anderson inquired if the traffic study included an analysis of traffic traveling fi:om
the existing neighborhood to the south.

City Engineer Jankowski replied that that scenario was not studied,

Mr. Bulow stated that he would be willing to change the plan so that it would have no connection
to the existing neighborhood and construct all of the interior skeets as a private road except for
the entrance off Dysprosium to the apartment entrance.

Commissioner Jenson inquired if the right-in right-out access onto C.R. #116 would service the
entire site.

Mr. Bulow replied that the access would probab!y only service the apartments.

Commissioner Johnson stated that he likes the concept of making the entire development a
private drive.

Planning Commission/March 20, 2000

214

I
I
I
I
I
i
I
I
I

I
I
