Lin Coswell, John Oliver & Associates, Inc., stated that they would prefer to construct private <br />streets So they would avoid the right-of-way width and additional setback that is required on <br />public streets. <br /> <br />Commissioner Dempsey inquired if Mr. BUlow would prefer to have the Argon cul-de-sac access <br />from the existing neighborhood or from the private drive within the development. <br /> <br />Mr. Bulow replied that he would prefer to keep the entire site on private drives. <br /> <br />Commissioner Jensen inquired if there will'be overflow parking within the development. <br /> <br />Mr. Bulow replied that the current site plan includes parking nodes, and noted that if the entire <br />development is constructed with private drives there would be additional parking nodes added to <br />the plan. <br /> <br />Chairperson Anderson noted in the City Staff Review letter of March 15, 2000 under item #4 in <br />the second paragraph it should be changed to read" .... generated from the 6 units.." rather than 5. <br />He also inquired about item #I I regarding the overuse of spirea and barberrys in landscape plans. <br /> <br />Community Development Director Frolik explained that that was the opinion of the Parks <br />Supervisor. <br /> <br />Chairperson Anderson stated that it has been made clear that the overall concern with the <br />development is the additional' traffic it will create. He questioned if Mr. Bulow is given approval <br />for the site plan will be permitted to construct the apartments at a maximum of 168 units. <br /> <br />Mr. Bulow replied that the only way they can achieve maximum density of 172 units for the <br />apartment complex is to have one of the units senior housing, because if they were to construct <br />two market rate buildings they would not be able to accommodate enough parking. <br /> <br />Community Development Director Frolik noted that the maximum apartment units that could be <br />constructed is 168 units which could be Stated in the development agreement. <br /> <br />Commissioner Jensen inquired if as a Commission they feel that the property should be rezoned, <br />but have some further concerns regarding the plat, could they table the plat and move forward <br />with the rezoning. <br /> <br />Chairperson Anderson stated that legally the issue has to be handled under the existing <br />ordinances. <br /> <br />Community Development Director Frolik replied that current ordinance would allow for a PUD. <br /> <br />Planning Commission/March 20, 2000 <br /> Page 12 of 15 <br /> <br />217 <br /> <br /> <br />
