He explained that his daughter lives in Shoreview in a similar <br />development and the private roads have been successful. He noted that the development has <br />come a long way since the process started, and this seems to be the most reasonable plan for the <br />neighborhood. He said he strongly supported option #4 with the private roads, and he said the <br />density for the development was satisfactory. <br /> <br />Commissioner Wivoda agreed with Commissioner Johnson and stated his support for option #4. <br />He questioned how much of the apartment plan was included with the preliminary plat approval. <br /> <br />Community Development Director Frolik noted that the apartments would come back to the City <br />for site plan approval, and she stated it would be appropriate to layout the groUnd roles for the <br />apartment plan in the development agreement. <br /> <br />Commissioner Dempsey asked if there was any feedback from the work session held earlier that <br />evening. <br /> <br />Community Development Director Frolik said there was no feedback to report from the work <br />session. She agreed that the Planning Commission should have the ability to provide feedback <br />on this development. <br /> <br />Public Works Director Kapler stated he agreed that option #4 was the best option for the road <br />layout, especially since emergency access is provided. He noted that 26-foot roads were a <br />concern, but the fact that there will be no parking on the roads lessens the concern. He pointed <br />out that the roads should be plowed the full width of the roads by the association. The private <br />roads raise the concern about who is responsible for maintaining the roads. He stated that option <br />#4 causes the least mount of problems for the street supervisor as far as street maintenance and <br />snow plowing are concerned. He asked that the private roads always remain private as they are <br />not designed to the same standards as the public roads in the City,-and they do not work well <br />with the City's methods of plowing snow. He commented that dead end streets can be a problem <br />for the Public Works Department, and the Department would continue to deal with them, but it is <br />not a preferred option. <br /> <br />Commissioner Kociscak asked if the private street (Argon) would get plowed. <br /> <br />Public Works Director Kapler stated it would be plowed until it becomes private, then it Would <br />be plowed but snow would not be removed. <br /> <br />Commissioner Kociscak stated the snow would have to be pulled out at the barrier. <br /> <br />CommUnity Development Director Frolik pointed out that Barium and Argon Streets were not <br />intended to be dead end streets. She stated that the code now requires developers to plat streets <br />to the boundaries of the developments, and they prefer that cul-de-sacs are not built because they <br /> <br />Planning Commission/April 4, 2000 <br /> Page 6 of 12 <br />:; <br /> <br /> <br />
