are too hard to vacate when future developments occur, and the people do not like to see them <br />vacated. <br /> <br />Commissioner Johnson pointed out that this is a somewhat unique situation, and the density and <br />traffic issues are not issues that the City is faced with on a regular basis. <br /> <br />Community Development Director Frolik asked for clarification on the parking requirements on <br />the private streets. <br /> <br />Public Works Director Kapler stated there would be no parking on either side of the private roads <br />and there would parking nodes provided within the development. <br /> <br />Mr. Bulow stated he was willing to sign the private roads for no parking, as there is plenty of <br />room for parking nodes within the development. <br /> <br />commissioner Dempsey noted his preference for option//4, and k will eliminate the potential of <br />traffic coming and going through the existing neighborhood. He commented that there are still <br />problems with Dysprosium Street that he would like addressed. As for the apartments, he noted <br />that the developer would still need to come back for site plan approval, so the City would have <br />further input on this item. He said he hoped staff would continue to explore options with the <br />County to provide a better traffic flow through the neighborhood. He asked if the proposed pond <br />and gazebo in option #2 was being eliminated because of the new configuration. <br /> <br />Mr. Bulow stated that these items were eliminated in the new plan because they did not have <br />time to prepare something new that included these items. However, the pond and the gazebo will <br />still be on the final plan, as the pond is required in the development. <br /> <br />Commissioner Kociscak stated he agreed that option//4 was the best option. <br /> <br />Chairman Anderson stated he preferred option//2 because it eliminates his concerns about dead <br />end roads, and he reiterated his reservations about the apartments. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Wivoda, to approve the <br />resolution adopting findings of fact //04-50( to rezone certain property from B-1 and B-2 <br />Business to Planned Unit Development for property to be platted as Mallard Ponds, and to <br />approve the preliminary plat review of Mallard Ponds with option//4 as a street layout with <br />emergency vehicle access, and with the berm and barrier adjacent to Lot 20. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Wivoda, <br />Dempsey, and Kociscak. Voting No: None.
