3) The developer be required to construct an eight-foot 'wide concrete or bituminous sidewalk on the south and east side of the City street to be constructed including the west side of Barium Street to the existing segments and that tlfis sidewalk be extended south to the intersection of Dysprosium Street and C.R. #116. This would be a Stage I improvement and not park or trail dedication eligible. 4) Cash be required to fulfill park and trail dedication as follows: · 57 units at $1,200/unit park dedication ~ $68,400 · 57 units at $300/unit traiI fee = $17,100 5) A trail be constructed along C.R. #116 from Dysprosium Street to Trunk Highway #47 on the north side as soon as practical. If the land is available, the developer would be required to pave the trail concurrent with the developments' construction. Tlxe year 2000 trail paving credit rate is $8.50 per linear foot. This segment is estimated at 2,000 feet. The cost (based on $8.50 per foot), would be deducted from the trail fee due. The developer and the City would work together to obtain right-of-way to place the trail on private property or receive any permits necessary from the County. Motion carried. Case//3: Community Development Block Grant Projects for 2000 Parks/Utilities Supervisor Boos stated that each year, the City receives CDBG funding from Anoka County for projects within Ramsey. The Council adopted a resolution on February 8, 2000 allocating $8,634.00 for ADA trail retrofits and $39,000.00 for a new trail construction from Savannah Oaks (senior citizen building) to Solstice Park. Commissioner LaMere inquired as to how the residents would cross C.R. #5. Parks/Utilities Supervisor Boos replied that the issue of crossing C.R/#5 was discussed at the Council ievel, but not sure there is a defined plan in place, but he did note that Xkimo and C.R. #5 will eventually be signalized. Commissioner Droegemueller inquired if anyone has proposed a stop sign at Dysprosium on C.R. #5. Parks/Utilities Supervisor Boos replied no. Commissioner Droegemueller questioned if there had been any discussion regarding an underpass. Parks/utilities Supervisor Boos replied that it was originally discussed that an underpass should be constructed concurrent with Savannah Oaks, but that did not take place. Chairperson Cook requested that the issue be brought back to the Park and Recreation Commission if there are any changes made to the plan.
