I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> <br />Ms. An/ta Ftamussen <br />Page $ <br />April 4, 20CC <br /> <br />Proposed Street and Highway Improvements on Area Collector-Arterial Street System <br /> <br />Before proceeding with the analysis of the two (2) new alternative street layouts, I would <br />like to note that my analysis is based on the completion of the following street and <br />highway improvements on the area collector-arterial street system. To my knowledge, <br />these improvements are currently programmed for completion within the next five (5) <br />years: <br /> <br />The widening and channelization of TH #47 to provide two (2) through travel <br />Istnes in each direction plus.auxiliary left and right turn lanes at the area major <br />intersections of County Road #116 and CSAH #5; <br /> <br />Realignment, channelization and signalization of CSAH #5 at its intersection with <br />TH #47; <br /> <br />Widening and channelization of County Road #116 to provide two (2) through <br />travel lanes in each direction plus auxiliary right and left turn lanes at its' <br />intersection with Dysprosium Street - Thurston Avenue; and <br /> <br />4. Signalization of the County Road #116 - Dysprosium Street intersection. <br /> <br />All of these improvements will have a dramatic impact on reducing the likelihood and <br />pressure of through traffic shortcutting through the area develooments on the local, <br />residential street system. <br /> <br />Attributes of Alternative Street Layout #2 <br /> <br />Alternative Street Layout #2, as shown on Exhibits A, B and C and analyzed in the <br />March 20th Traffic Impact Study, had a number of desirable planning and traffic safety <br />features which bear mentioning before analyzing Layouts #3 and #4. Those features or <br />attributes included: <br /> <br />The discontinuity of Argon Street through the Mallard Ponds plat in the northeast <br />corner virtually eliminates the shortcutting of outside traffic through this <br />neighborhood area due to the length, slower speed and circuitous route required; <br /> <br />The Barium Street connection provides a vehicle-bicycle-pedestrian link between <br />the single family residential areas of Mallard Ponds and the existing <br />developments to the north without having to access the perimeter streets of <br />Dysprosium Street, TH #47 and/or County Road #116. As a result, compatible <br />land uses on adjoining plats are linked to, and not separated from, each other; <br /> <br />In addition, the Barium Street connection provides a second means or route of <br />emergency vehicle access for all Mallard Ponds units except those located <br />around the Argon Street cul~de-sac in the northeast corner of the plat. But even <br />that cul-de-sac street length is well within-the maximum length permitted in the <br />City of Ramsey subdivision ordinances; ~~ Hakanson <br /> i ll <br /> Anderson <br /> Assoc.,inc. <br /> <br />247 <br /> <br /> <br />
