Ms. Anita Ramussen <br />Page 4 <br />April 4, 2OOO <br /> <br />The Argon Street cul-de-sac provides a safe and convenient turn-around for sight <br />seeing vehicles, city maintenance operations (i.e, street sweeping, snow plowing, <br />sealcoating and sewer cleaning) and normal neighborhood service vehicles (i.e. <br />mail, buses, garbage pick-up and parcel delivery); and <br /> <br />Because the majority of trips originating from or destined to the Mallard Ponds <br />Development are going or coming from the southeast, south and southwest <br />(estimated at 80% of all trips as shown on Exhibit A), there is a minimal impact of <br />additional trips from Mallard Ponds on the local streets in the abutting subdivision <br />to the north. <br /> <br />Modifications for Alternative Street Layout #3 <br /> <br />As mentioned previously, Alternative Street Layout #3 deletes the cul-de-sac turnaround <br />on the south end of Argqn Street in the northeast corner of the Mallard Ponds plat and <br />converts Barium Street to one-way southbound between 141st Avenue and Argon <br />Street. The traffic volume impacts on area streets for traffic exiting and entering the <br />Mallard Ponds Development on a daily basis, during the a,m. peak traffic hour and <br />during the p.m. peak traffic hour for Street Layout #3 are shown on Exhibits D and E <br />respectively. In summary, the 50-60 daily trips generated from the Mallard Ponds <br />Development by the 6 units formerly on the Argon St. cul-de-sac have been eliminated <br />from Argon St, and 142nd Avenue to the north, And the 15 daily trips exiting to the north <br />via Barium St. and 141st Avenue now access Dysprosium Street via Argon Street. <br />However, the 15 daily trips destined for the northerly portion of Mallard Ponds from TH <br />#47 and CSAH #5 can be expected to still access the development via 141st Avenue <br />and Barium Street, <br /> <br />From a traffic operations and traffic safety standpoint, Alternative Street Layout #3 can <br />be expected to have the following impacts: <br /> <br />A second means of emergency vehicle access is provided to all units within the <br />Mallard Ponds Development without exceeding the City's maximum permitted <br />cul-de-sac length; <br /> <br />No safe turn-around is provided at the south end of existing Argon Street (south <br />of 142nd Avenue) and all vehicles, whether sight-seeing, performing maintenance <br />work or providing neighborhood services, will either have to turn around in <br />private driveways or back up to the 142r~d Avenue intersection.
