I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Ms. Anita Ffamussen <br />Page 5 <br />April 4, 2000 <br /> <br />The one-way street system will limit the lawful vehicle access back and forth <br />between the two developments. <br /> <br />Modifications for Alternative Street Layout #4 <br /> <br />Like Alternative #3 just discussed, Alternative #4 eliminates the cul-de-sac at the south <br />end of Argon Street (south of 142nd Ave.) and Barium Street is terminated in a similar <br />fashion south of 141st Avenue. As a result, there is no direct vehicle link between <br />Mallard Ponds and the existing neighborhood to the north. The traffic volume impacts <br />of the Mallard Pond Development on the area streets is shown graphically on Exhibits F <br />(exiting traffic) and G (entering traffici. Except for the elimination of all Mallard Pond <br />Development trips on 141st Avenue and Barium Street (18 daily trips), the daily, a.m. <br />peak traffic hour and p.m. peak traffic hour volumes are unchanged from those of <br />Alternative Layout #3. <br /> <br />However, the traffic operational and traffic safety issues become much more significant <br />as noted: <br /> <br />No secondary means of emergency vehicle access is provided for any of the fifty <br />seven (57) twin and detached single family residences within Mallard Ponds and <br />the resulting dead-end street far exceeds the City's maximum 600' length; <br /> <br />No vehicular circulation is available for trips between the two adjoining residential <br />developments without accessing the perimeter street system; and <br /> <br />No turn-around is provided on the south end of either Barium St. or Argon St. for <br />the existing developments to the north. Therefore, ail non-local traffic will either <br />have to turn around in the private driveways or back up to the last intersection. <br />And again, any backing up maneuver is inherently more dangerous for the local <br />residents and their property. <br /> <br />If you have further questions, need additional information, or wish to discuss this matter <br />in greater detail, please contact me.
