CASE # <br /> <br /> CONSIDER ESTABLISHING A MoRAToRIUM <br /> ON THE DEVELOPMENT OF COMMUNICATIONS TOWERS <br /> By:. Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Due to the recent Conditional Use Permit application by US West Wireless to construct a 180 foot <br />personal comrmmication tower in the Rural Residential District, the City Council directed the <br />-Planning Commission to review the City's current ordinance. - <br /> <br />Observations: <br /> <br />The Planning Commission has looked at the ordinance and the primary concerns regarding towers is <br />appropriate locations and heights, especially in residential districts. <br /> <br />Recommendation: <br /> <br />19,. <br /> <br />I <br />I <br />I <br /> <br />The Planning Commlssion has recommended that the City Council allocate funds to engage the <br />services of a consultant to analyze the City's current tower ordinance, make recommendations for <br />any amendments deemed appropriate, and research the feasibility of predetermining appropriate <br />tower zones or locations. In the interim, establish a moratorium on the development of any new <br />towers; placement of antennas on existing towers would not be subject to the moratorium. Council <br />may also want to consider exempting towers in commercial and industrial districts from the <br />moratorium. <br /> <br />'1 <br />!1 <br />!1 <br /> I <br /> I <br /> <br />Staff has obtained three quotes for an analysis of Ramsey's tower ordinance to include researching <br />the legality of prescribing locations for towers, identifying those locations, and drafting any <br />ordinance amendments deemed necessary. The quotes are enclosed and summarized below: <br /> <br />a) McCombs Frank Roos Associates, Inc. . $3,400.00 <br />b) Bi_ko Associates, Inc. $3,400.00 <br />c) Dahlgren, Shardlow, and Uban, Inc. $4,000-$7,000 <br /> <br />Council Action: <br /> <br />Motion by Councilmember and seconded by Councilmember to adopt <br />Resolution #00-04- . reallocating $ from the Expenditure Reserves to the line item of <br />Professional Services in Planning and Zoning for the purpose of engaging the services of <br /> to review Ramsey's current tower regulations. <br /> <br />I <br />I <br />I <br />I <br />I' <br /> <br />Motion by Councilmember and seconded by Councilmember to introduce <br />Ordinance #00-__ to establish a 90 day moratorium on the development of communication towers. <br /> <br />Review Checklist: <br />City Planner <br />City Attorney <br />Finance Officer <br /> <br />CC: 04/25/00 <br /> <br />317 <br /> <br /> <br />
