Case #3: Update on 149th Avenue Storm Sewer Project

The 2000 C~ has anticipated the construction of storm sewer in the vicinity of 149th Avenue and
T.H. #47 at a budgeted cost of $192,000. This storm sewer system will address two current
problems in addition to providing an outlet for the wetland system on west side of the T.H. #47.
One existing problem addressed by this project will be to provide relief for the residence at 5260
149th Avenue from flooding during large rainfall events. A second issue is to resolve the
relatively slow rate at which the wetland system drains after a large rainfall. In the past residents
south of t 50th Lane have had soggy lawns for an extended period of time following heavy
rainfalls.

Two solutions were presented to the Public Works Committee. Option A would solve the
residence flooding problem by placing an outlet pipe for the small storm water pond at the corner
of T.H.#47 and 149'~ Avenue at an estimated cost of $36,250. Option B would cure the flooding
problem addressed in Option A, and would also empty the wetland system to the 150th Lane lawn
elevation within 17 hours following a 100 year storm event. This second option is estimated at a
cost of $125,000 (the cost and drain times are sligl~tly different than presented in the prepared
Pubtic Works case).

The Committee recommended that plans and specifications be directed for Option B.

Council Action:

Motion to ratify the Committee recommendatio.n..

Case #4:

Award Contract to Richard Knutson, Inc, for the T.H. #47 STP Project

Bids were opened on Thursday, March 30, 2000 for the T.H. #47 STP project. Bids were
received fi:om six bidders. The lowest responsible bidder is Richard Knutson, Inc. Attached is a
letter from Mr. Jim Dvorak of SFR, Inc. recommending awarding the project to Richard
Knutson, Inc. in the amount of $4,288,321.34. Also, attached is a letter from MnDOT
concurring with the award. Tl~e committee recommended award contingent upon review by the
City Attorney.

Council Action:

Adopt Resolution 00-04-XXX authorizing .award of the T.H. #47 STP project to
Knutson, Inc. in the amoUnt of $4,288,321.34.
Reviewed by:

City Administrator
City Attorney
Director of Public Works

CC: 04/25/00

Richard

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
