I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br />I <br /> I <br /> <br />I <br /> <br />PC CASE <br /> <br />AUTHORIZE HIRING OF FINANCE TIF SPECIALIST <br /> Rhonda Heryla, Human Resources Manager <br /> <br />Background: <br /> <br />Since late February staff has been following the process to hire a Tax Increment <br />Financing Specialist to provide TIF support and expertise in the Finance Department. <br />The position was advertised and nine applications were received. Applications were <br />reviewed, rated and ranked bY the Finance Officer and Human Resources Manager and an <br />interview panel was assembled to interview five candidates on Wednesday, April 12, <br />2000. The interview panel consisted of the Finance Officer, Human Resources Manager, <br />and Paul Steinman fzom Springsted Public Finance Advisors. Candidates were asked a <br />standard set of questions and asked to complete a short TIF test compiled by Mr. <br />Steinman. One of the candidates, Scan Sullivan, was asked to come in for a second <br />meeting with the Finance Officer and City Administrator. <br /> <br />Staff Recommendation: <br /> <br />Based on interview results, staff is recommending that Scan Sullivan be hired for the TIF <br />Specialist position, contingent upon successful completion of background investigations <br />of driving record and criminal history, reference checks, and a physical examination. Mr. <br />Sullivan will also be expected to show demonstrable progress in acquiring his four year <br />college degree. Mr. Sullivan's annual salary would be the starting step for his position in <br />the compensation plan, $37,315. <br /> <br />Committee Action: <br /> <br />Recommend that the City Council authorize hiring Scan Sullivan as the TIF Specialist, <br />contingent upon successful completion of background investigations of driving record <br />and criminal history, reference checks, and a physical examination, at an annual salary of <br />$37,315. <br /> <br />Reviewed by: <br />City Administrator <br />Finance Officer <br /> <br />PC: 4/25/00 <br /> <br />Copies also distributed to: <br />Assistant CiW Administrator <br /> <br />413 <br /> <br /> <br />
