Absent: Commissioner Nixt. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) <br />2) <br /> <br />City.Council public hearing and regular meeting minutes dated February 22, 2000 <br />City Council public hearing and regular meeting minutes dated March 14, 2000 <br /> <br />PUBLIC HEARINGS/COM]V[ISSION BUSINESS <br /> <br />Case/il: <br /> <br />Request for Preliminary Plat approval of Valley View; Case of Philip <br />Johnson <br /> <br />Chairperson Anderson closed the regular 'portion of the planning Commission meeting at 7:55 <br />p.m. in order to conduct the public hearing. <br /> <br />· Public Hearing <br /> <br />Chairman Anderson called the public heating to order at 7:55 p.m. <br /> <br />Presentation <br /> <br />Community Development Assistant Barnett explained that Philip John.qon is requesting <br />preliminary plat approval to plat two (2) existing homes on 38.7 acres in the rural residential <br />district into four (4) single family lots. The property is located North of Green Valley Road on <br />the West side of 178th Lane NW. The Planning Commission reviewed and approved the sketch <br />plan at the March meeting. The property is subject to the 4 in 40 density zoning restrictions. <br />Under the 4 in 40 and ten (10) acre mlnimum lot size requirements, Mr. Johnson is entitled to <br />four (4) lots on this 38.7 acre parcel (excluding the Right-of-way to be dedicated to Anoka <br />County Highway Three lots will have access from a cul-de-sac extending west off 178~ Lane. <br />The fourth lot currently has access from Green Valley Road. The developer will pay the cost of <br />paving 178~ Lane from the cul-de-sac to Vanadium Street. The wetlands have been delineated as <br />drainage and utility easements as requested by the City Engineer. Each lot will be served by on- <br />site sewer and water facilities. The Fire Chief reviewed the proposed plat and advised that the <br />level of public service will depend on how well the property owners maintain their extra long' <br />driveways. The Park Commission will review the plat for park dedication requirements at their <br />regular meeting in April. The application has been forwarded to Anoka County Highway <br />Department for review. In verbal conversation with County Staff, we know that at a minimum <br />they will be requesting an additional 27-feet of right-of-way along County Road #63 (Green <br /> <br />Planning COmmission/April 4, 2000 <br /> Page 2 of 12 <br /> <br /> <br />
