On March 20, the Commission tabled both cases and requested that the Developer <br />explore other options for the street layout. On March 28, the developer attended a City Council <br />Work session to obtain their input to the street layout options prior to going back to the Plann~r~g. <br />Commission. The Council discussion also focused on the density and the developer was asked to <br />attend the next Council work session to resume discussion of density and street layout. City <br />Staff recommends that a recommendation on rezoning be delayed until street layout and density <br />issues are resolved. <br /> <br />City Planner Rasmussen stated that Chris Bulow of Bulow Incorporated is requesting <br />preliminary plat approval of Mallard Ponds. The plat consists of approximately 16 acres in the <br />area generally described as north of County Road #116 and east of Dysprosium Street. On <br />March 28, 2000, Mr. Bulow attended a City Council work session to get their opinion of the <br />street configurations. The Council discussed the overall density of the project and decided that <br />they could not initiate discussion on the street layout until the density issue is resolvedl The <br />Council asked that Mr. Bulow return to another City Council work session to discuss the project. <br />In the mean time, Mr. Bulow would like the Plann~ug Commission to review and comment on <br />the 4 street options. City Staff recommends that the Commission provide input regarding the <br />favored street option. <br /> <br />Commission Business <br /> <br />Commissioner Johnson noted the Planu~r~g Commission is an advisory body to the City Council, <br />and because the issue was .already discussed by the City Council at a workshop, he wanted to <br />know why the Planning Commission needed to vote on the matter if the issues were already <br />being discussed by the City Council. <br /> <br />Chairman Anderson stated he did.not recall the Planning Commission asking for a workshop on <br />this item at the last Planning CommiSsion meeting. He indicated he favored a private street over <br />a public through street. He noted this is a good project which is positive for the City and the <br />neighbors, and it is good because it will be going from commercial property to high density <br />residential. The project increases the tax base for the City and it will add limited public works <br />services. He stated it was good that option #4 of the street layouts also provided an emergency <br />street access. <br /> <br />Chris Bulow explained that the neighbors have seen the proposed street layout over the last <br />week. He reported that he had recently been contacted by a couple of parties who are interested <br />in purchasing the property and who would leave the property with a commercial zoning <br />designation. He has told those parties that he is not interested in selling, and he would like to <br />move forward with this project. Mr. Bulow explained that this has been an ongoing process for <br />two years. He noted the site has slightly changed as the proposal now includes 26 detached <br />~ownhomes and 32 twinhomes, for a total of 16 buildings. <br /> <br />Chairman Anderson asked how many acres are included with the apartment proposal. <br /> <br />Planning Commission/April 4, 2000 <br /> Page 4 of 12 <br />: <br /> <br /> <br />
