Similarly, it is an administrative <br />responsibility to bring needed or visible improvements to the attention of <br />the City Council. <br /> <br />The procedure for this method of improvement Origination and <br />consideration follows the same pattern as outlines for petitioned <br />improvemenLs, except that the initial petition form is not required. In <br />place of the petition, either a member of the Council or the <br />Administration presents a proposed resolution referring proposed <br />impruvements to the City Engineer and/or Consulting Engineers to <br />prepare a feasibility report. <br /> <br />N~r~-Asses~,able Pmje.c~. <br /> <br />Non-assessable projects can generally be described as those which <br />provide a general benefit to the entire communib/ rather than direct or <br />areal benefits to a specific podion of the City. Examples of such <br />improvements would be municipal wells, interceptor sewer lift stations, <br />water storage facilities, and water treatment facilities. Such <br />improvements are normally financed from funds dedicated for the <br />specific purposes intended. <br /> <br />Initiation. Non-assessable projects would typically be Council initiated, <br />as scheduled in the Five-Year Capital Improvement Program(CIP). Due <br />to the generally unique nature of these projects, combining as part of an <br />annual improvement program would serve no useful purpose. <br /> <br />Procedures. The procedures for implementation of a non-assessable <br />project shall be the same as those prescribed herein for Council initiated <br />projects, except that the schedule shall be as established by Council as <br />part of the CIP process. <br /> <br />Hearings. Public hearings are generally not required for those projects, <br />and will not be held unless specifically required for a given project. <br /> <br />.DEVJ~L.
