Other model <br />ordinances developed by Biko Associates for this project include: a natural resource protection overlay <br />district, and on-site septic ordinance, a stormwater control ordinance, a set of ordinances for traditional <br />village development and the development of new neighborhoods within the urban growth boundary, and <br />green building ordinances. <br /> <br />}Vashington County, Minnesota, Purchase of Development Rights Ordinance and Program, 1999. <br />Biko Associates worked with a citizen's committee to develop a draft PDR ordinance and program for <br />this metropolitan area county for the protection of agricultural land and natural areas in the face of urban <br />sprawl. The ordinance has been adopted and further development of the program has been funded by the <br />County Board. <br /> <br />City of North Branch, MN, Comprehe~:sive Plan and draft Zoning Ordinance, 199Z Biko Associates <br />worked with the City of North Branch, MN to develop its first comprehensive plan. The City had <br />recently merged with the surrounding township. The resulting plan included: an urban services area to <br />maximize existing investment in utilities; an agricultural protection district; a cluster overlay district; and <br />definitions for the competing downtown and highway commercial areas. Based on the comprehensive <br />plan, Biko Associates also completed a draft zoning ordinance. <br /> <br />I <br />i <br />I <br />I <br /> <br />l am very interested in working with the City of Ramsey to review the current tower ordinance for legal <br />sufficiency and accuracy, and to update the ordinance to incorporate changes that may include: restricting <br />the zones in which towers are allowed; or creating a tower overlay district with strict performance and <br />design standards. The redraft would start with a meeting with the Planning Commission, City Council, <br />and staff to discuss concerns, priorities, options and direction. A draft ordinance would be submitted for <br />review and comment. A final ordinance, incorporating comments, would be submitted for a public <br />hearing and adoption. <br /> <br />My hourly rate is $85.00 per hour, and I estimate spending between 20 to 40 hours on the redraft, <br />depending on the direction chosen at the initial meeting. <br /> <br />1 would be pleased to answer any questions you may have or meet with the Planning Commission.
