Ms. Coleman's <br />work combines her interests in <br />planning and law by using public <br />participation and conflict <br />resolution techniques in the <br />process of developing policies and <br />ordinances. <br /> <br />Project Experience <br /> <br />Ms. Coleman's areas of expertise are land use planning and zoning, growth <br />management, resource and farmland preservation, real estate <br />development, and organizational development. Ms. Coleman has <br />managed, the following proiects. <br /> <br />Itasca, Beltrami, Koochiching, Clearwater and Wabasha County <br />comprehensive land use planning projects. These community-based <br />projects incorporated sustainable development planning. <br />Working with a citizens' committee developed a Purchase of <br />Development Rights (PDR) ordinance and program for Washington <br />County. <br />Authored the growth management ordinances of the Mode] <br />Sustainable Development Ordinances for use by local governments in <br />Min,.esota. <br />Update of the North Branch zoning ordinance reflecting <br />comprehensive plan policies of the merged cities of Branch and North <br />Branch. <br />Authored a handbook for use by local governments on how to <br />implement a natural resource and agricultural land protection plan <br />using incentive-based techniques including purchase of development <br />rights and transfer of development rights. <br />Literature reviews on land use and the role of government for the <br />Minnesota GElS Citizen's Advisory Committee on Animal <br />Agriculture. <br />Project Manager for two MPCA customer input research projects. <br />These projects collected and analyzed data from "customers" for use <br />in re-engineering the Minnesota Superfund Program and p.oint-source <br />water quality programs. <br />Assisted a Wisconsin land trust acquire 1,100 acres of land fronting <br />on the St. Croix river, a protected Wild and Scenic River.
