I am confident that Comp Comm, Inc. <br />("COMP COMM") can provide assistance, and am pleased to provide the City of Ramsey ("City") <br />this proposal for professional and technical assistance related to wireless communications. I <br />understand your wish is for COMP COMM to review your existing Wireless Communications <br />Facilities Ordinance and make recommendations to improve the Ordinance. <br /> <br />COMP COMM has nearly 25 years' experience in the wireless industry. We have helped numerous <br />local government clients evaluate applications for wireless communications facilities, create <br />comprehensive tower zoning plans, analyze municipal properties for their suitability as tower <br />locations, develop tower zoning ordinances, and verify compliance with FCC RF emissions <br />standards. <br /> <br />COMP COMMas philosophy is based on the balanced expansion of wireless communications. <br />Given both the ever-increasing demand for wireless services and the requirements of the federal <br />Telecommunications Act of 1996, few communities can, or should, prevent the expansion of <br />wireless services in their area. COMP COMM believes that by Planning for wireless <br />communications facilities, local governments can manage their growth, reduce or even eliminate <br />the contentiousness surrounding this issue, lessen the chance'of future litigation, and successfully <br />balance the needs of all constituents. It is important to remember that there is no one "best" <br />solution for all, as each community has its distinct requirements and priorities, and that the best <br />results should be produced through an iterative and consultative process that incorporates the <br />technical with the local. <br /> <br />CoMP COMM can perform an ordinance review at multiple levels of analysis. We can 1) review <br />the Ordinance as written, and make recommendations as to language and content changes based on <br />our experience and knowledge, but without in-depth technical analysis, 2) review the Ordinance <br />and create RF (radiofrequency) propagation studies to analyze the areas that could have wireless <br />"coverage" under the Ordinance, or 3) develop a comprehensive plan for wireless communications, <br />based on details propagation studies, that specifies where wireless facilities should be located and <br />where they would be prohibited, along with conditions for each, and write this into a detailed <br />Ordinance. This last is the type of project we undertook for the City of Spartanburg, SC.
