Research and review relevant existing information: · Current Township Ordinance for wireless telecommunications facilities. <br /> · Locations and particulars of existing communications sites/towers in the City. This <br /> information would come from the City as well as via a search of the FCC/FAA <br /> Tower registration database and other sources. <br /> · Topographic and zoning maps of the City. <br /> · Any other information the City may provide relative to this issue. <br /> <br />2. Meet <br /> · <br /> <br /> with City officials to discuss: <br /> Areas of importance or particular concern to the community - neighborhoods, <br /> parks, scenic or historic areas, etc. <br />· Local goals, priorities and preferences in the selection of sites for wireless facilities. <br />· Local preferences and the issues concerning the use of publicly-owned property for <br /> wireless facilities. <br />· Any other issues that may arise. <br />· These discussions may be in person or via conference call, as required. <br /> <br />3. Perform our analysis: <br /> · The steps here will depend principally on the results of our research and our <br /> conversations with City personnel and the direction they provide. As mentioned <br /> above, our strategy is to devise a robust Ordinance that will provide a way for the <br /> City to address both the requirements of the 1996 Telecom Act and the needs of the <br /> local community. It may or may not include an on-site survey of the City and/or <br /> propagation studies. <br /> <br />4. Generate outputs/deliverables: <br /> · Provide a report that specifies our recommendations for improving your current <br /> Ordinance. We can do the actual re-write if you prefer. <br /> If you wish us to perform a detailed technical analysis (as described above) we would also: <br /> · Generate a report that proposes a design to fulfill projected demand yet minimize <br /> conflict with the City's current land use and development plans, and with <br /> suggestions of alternatives for the as-yet "uncovered" areas of the City. <br /> · Document sites visited and data collected. <br /> · Provide a map (or maps) showing existing and potential/proposed new sites, and <br /> identifying areas designated suitable for new sites under the Ordinance. <br /> · Provide propagation studies for the existing and potential/proposed new sites and <br /> any "permitted zones". <br /> <br />Additionally, we can appear at board hearings, council meetings or other forums to present our <br />findings or address questions, and our final report can be as formal or informal as you require. <br /> <br />Cost <br />Due to the nature of the work and the uncertainty as to what issues may arise, COlvlP COMiM is <br />typically retained on an hourly basis. Our standard hourly rates are as follows: <br /> Engineering - Level I $15 O/hour <br /> Engineering - Level U $13 5/hour <br /> Technical Writing / Ordinance Development $150/hour <br /> Technical Staff-Non Engineering $ 90/hour <br /> Administrative & Other Staff $ 45/hour <br /> Direct expenses, including any travel, are billed at cost plus 10% for administration. <br /> RF Propagation studies are billed at $100 per study completed. <br /> <br /> <br />
