A receil~t issued by the pumper for a p.umping iob performed within a 12 month period previous to the effective date of this Section shall suffice as the initial Cuml3in~ re¢ort. Notification Process. The initiation of the ISTS management program shall be featured in the official City Newsletter and annl~ally thereafter as a reminder of the ISTS pumping or inspection requirements. Waiver of Pum¢ine Requirement. Non-Compliance. If the owner of a property~ containing an ISTS fails to cause the filing of either the Purely;ne Report or the Maintenance Inspection Report every three (3) years, the City Administrator or his/her designee shall .by certified mail notify the property owner that a Pumping Report or a Maintenance Inspection Report shall be filed with the City within thkty (30) days from the date of the notice. In the event the property owner fails to file a complete Pumping Report or Maintenance Inspection Report with the City within the thirty (30) day period, the City may order the required pumping/cleaning and .l.he property owner shall be res. ponsible for the costs plus an administration fee. The administration fee shall be established by Ciw Council resolution. Pumoine and Inspection Permits. Permits for pumping and maintenance inspections shall be obtained from the City. The permits s.hall be designed to serve as the Pumping R__e_port or the Maintenance Inspection Report. The fee for the permits shall be established by City Council resolution. ISTS Installation, Replacement, Alteration~ Repair or Extension Pcrm~.tt[ng Permits Required Construction Permits. A permit shall be obtained whenever any ISTS in the City is installed, replaced, altered, repaired or extended. Installation, replacement, alteration, repair, or extension of an ISTS shall not begin without fa'st making an application for a permit and obtaining said permit from the Department for each specific installation, replacement, alteration, repair or extension pursuant to this I I I I I I I I I I I I I II !
