A permit shall not be required only for the work identified under Section <br />8.30.03 b. above of this Section. Such permits are not lzansferable as to person or <br />place. Such permits shall expire 12 months after date of issuance. <br /> <br />Posting of Permits. Permits shall be displayed by permittee at the time of <br />inspection upon request of inspector. <br /> <br />Permits Not Required. Permits shall not be required only for thc following: <br /> <br />Repair or replacement of pumps, floats or other electrical devices of the pump or <br />baffle in a septic tank. <br /> <br />Property Owners Doing Own Work. Property owners who may be permitted to construct <br />or repair ISTS on their own properties shall be exempted from providing proof of a State <br />license but shall be required to execute a signed indemnification agreement pursuant to <br />Subdivision 3.31 of this Section. Property owners doing their own work must comply with <br />Section 8.30.03 a. above as well as other applicable provisions of this Section. A property <br />owner shall have either a current license issued by the MPCA for Designer I or II if they <br />wish to perform the site. evaluation or design their own ISTS. Pressurized systems or <br />mounds cannot be constructed by anyone other than a licensed installer. <br /> <br />Indemnification Agreement. The permittee shall provide a signed agreement to the <br />Department which indemnifies and saves the City, holding it harmless from all <br />losses, damages, costs and charges that may be incurred by the City due to the failure <br />of the permittee to conform to and comply with the provisions of this Section. <br /> <br />Permit Application Requirements <br /> <br />1. All applicants for an ISTS permit shall, include the following information: <br /> <br />(a) Name and address of property owner; <br />(b) Property identification number; <br />(c) Legal description of the property; <br />(d) ISTS Designer Name, address, phone number and State ISTS License number; <br /> (or department qualified employee name and number); <br />(e) Site evaluation report on a form as provided by the City; <br />(f) System design with full information including applicable construction <br /> information on forms as provided by the City, <br />(g) Any other information requested pertinent to the process; <br />(ti) A certified statement from the person who conducted the work; <br />(i) On lots created after January 23, 1996, the system design shall include at least <br /> one designated additional soil treatment area which can support a standards <br /> soil treatment system. <br /> <br />Application Review and Approval. If, after consideration of the application for a <br />permit, a qualified employee or authorized licensee of the Department shall be <br />satisfied that the work contemplated conforms to and complies with provisions of <br />this Section, the Department shall issue a written permit granting preliminary <br />approval authorizing initiation of construction of the system as designed. <br /> <br />Incomplete Application Information. If after consideration of the application for a <br />permit, the Department shall be satisfied that the work contemplated with not <br />conform to or comply with the provisions of this Section, the Department shall deny <br />the application for a permit.
