PROPOSED ORDINANCE #00- <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 8 WHICH IS KNOWN AS THE BUILDING AND <br />HOUSING CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />AN ORDINANCE AMENDING SECTION 8.30 "SEWAGE DISPOSAL SYSTEMS" OF <br />CHAPTER 8 OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. AMENDMENT <br /> <br />Subsection 8.30.02A (Maintenance Requirements) shall be added to Section 8.30 (Sewage <br />Disposal Systems) as follows: <br /> <br />8.30.02A Maintenance Requirements <br /> <br />Required Frequency of Pumping/Cleaning or Inspections. Each owner <br />of property containing an Individual Sewage Treatement System (ISTS) <br />shall cause said system to be pumped/cleaned at a minimum of every three <br />(3) years more often upon receipt of an inspection report indicating an <br />immediate need for a pumping/cleaning in accordance with Mn Rules <br />7080.0315. Within thirty (30) days after pumping a system, the septic <br />tank pumper shall file a Pumping Report, upon forms supplied by the City, <br />on each system serviced and provide all the applicable details requested, <br />including information about any deficiencies or needed maintenance. <br />These forms shall become part of the permanent City records. The initial <br />Pumping Report for each ISTS in th City shall be filed at the City no later <br />than October 31, 2003. A receipt issued by the pumper for a pumping job <br />performed within a 12 month period previous to the effective date of this <br />Section shall suffice as the initial pumping report. <br /> <br />Notification Process. The initiation of the ISTS management program <br />shall be featured in the official City Newsletter and annually thereafter as <br />a reminder of the ISTS pumping or inspection requirements. <br /> <br />Waiver of Pumping Requirement. In the event the following minimum <br />standards are verified by a licensed Minnesota Pollution Control Agency <br />Septic Inspector and a Maintenance Inspection Report is filed with the <br />City on forms supplied by the City, no pumping or Pumping Report shall <br />be required.
