ISTS's failing any one of these standards shall be pumped, repaired, maintained, reconstructed, or relocated as determined by the Building Official and will not be eligible for a waiver under this sub-section. ds Non-Compliance. If the owner of a property containing an ISTS fails to cause the filing of either the Pumping Report or the Maintenance Inspection Report every three (3) years, the City Administrator or his/her designee shall by certified mail notify the property owner that a Pumping Report or a Maintenance Inspection Report shall be filed with the City within thirty (30) days from the date of the notice. In the event the property owner fails to file a complete Pumping Report or Maintenance Inspection Report with the City within the thirty (30) day period, the City may order the required pumping/cleaning and the property owner shall be responsible for the costs plus an administration fee. The administration fee shall be established by City Council resolution. Pumping and Inspection Permits. Permits for pumping and maintenance inspections shall be obtained from the City. The permits shall be designed to serve as the Pumping Report or the Maintenance Inspection Report. The fee for the permits shall be established by City Council resolution. The title of Section 8.30.03 shall be changed to "ISTS Installation, Replacement, Alteration, Repair or Extension. SECTION 2. SUMMARY I I I' I The following official summary of Ordinance #00-__ has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. It is the intent and effect of Ordinance #00-__ to amend Ramsey City Code Chapter 8 (Building and Housing) to require inspection or pumping of individual sewage treatment systems at least every 3 years in accordance with Minnesota Rule 7080.
