REPORT FROM PUBLIC WORKS COMMITTEE
By: Steve Jankowski, City Engineer

CASE #

Background:

The Public Works Committee met on May 16, 2000, and considered the two cases and two items
for Committee Input listed on the prepared agenda.

Case #1: Update on 153rd/155th Avenue Extension

Staff reported that all approvals have been received and the project is ready for bidding, with the
exception of the acquisition of the right-of-ways. Staff reported that seven parcels have been
identified for acquisition, and that the City has acquired four of these parcels. The remaining
parcels were discussed and the following direction was recommended 'by the committee:

1)

Parcel 2 - Mr. Jeff Schroeder has indicted he will sign or negotiate for a 500 square foot
parcel, which has been valued at $100. The City Attorney needs to advise on the probable
cost of eminent domain proceedings on this parcel.

2)

Parcel 3 - Mr. Thomas Auel has been offered $6,000, following an initial offer of $4,400
based upon the City's appraisal. The Committee recommended the City wait for a response
fi'om Mr. Auel.

3)

Parcel 7 is owned by Lowell Vasseur. The Committee recommended increasing the City's
offer from $48,000 to $54,200, due to a revised appraisal from the City's appraiser. See the
attached appraisal review from Al Carufel, MAI.

4)

Parcel 4 is owned by Donald Volkman. The City has offered $40,248 for a partial taking of
this property. The Volkmans are obtaining their own appraisal. The Committee
recommended continuing to negotiate with the Volkmans, and suggested a total purchase of
the property would be viewed favorably by the City, with a flexible vacation date if that is
agreeable to the Volkmans.

Council Action:

Motion to ratify the recommendations of the Public Works Committee.

Case #2: Update on Water Tower No. 2

Staff reported that they met with AEC Engineering on Monday, May 15, 2000, to review the
Project Procedures Manual. The plans and specifications should be available by the end of the
week of May 15, 2000, and will be presented at tonight's meeting for acceptance and
authorization for bidding. The following items are included in the specifications, which were
brought to the attention of the Committee:
