DRAFT <br /> <br />multiple family structures of 3 or more units are subject to a site plan review. Therefore, Mr. <br />Bulow has applied for site plan approval of the quadhome portion of the development. The <br />proposal is for 9 quadhome structures for a total of 36 units. The multifamily units are bi-level, 1 <br />and 2 bedroom townhomes with unfinished basements. Each unit will have a minimum of 888 <br />square feet of finished living space. The exteriors of the structures are proposed to consist of <br />maintenance free siding and asphalt shingles. Three of the four units in each quadhome have a <br />double garage and the fourth unit will have a single car garage. Off-street parking is also <br />provided on paved driveways to each unit and there are 9 additional off-street parking spaces <br />provided within 2 nodes along the private road. Public access will be provided from a cul-de-sac <br />extension off of Dysprosium Street NW and a right-in/right-out on County Road/ti 16. The <br />interior streets will be developed as private roads. The City Engineer has recommended a <br />minimum pavement width of 24 feet and that the proposed surmountable concrete curb be <br />replaced with B-612 type. The development agreement will require that parking be restricted to <br />one side of the private street. A detailed review of the landscape plan was not accomplished at <br />the date of this writing. Some general comments have been made regarding species but Staff <br />would like to go on record as reserving final comments and recommendations on the landscaping <br />following the Planning Commission review and prior to submittal of the plan to City Council. <br /> <br />Motion by Chairperson Anderson, seconded by Commissioner Johnson, to recommend that City <br />Council grant site plan approval to the quadhomes at Mallard Ponds contingent upon compliance <br />with the City Staff review letter dated May 31, 2000 and any landscape modifications deemed <br />appropriate. <br /> <br />Further discussion: Commissioner Johnson expressed concern about headlights affecting the <br />residents on Lot 20 of the adjacent Flintwood P.U.D. Chris Bulow, 9380 Napier Street, Otsego, <br />replied that he has had conversations with the residents and is willing to work with them. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Dempsey, <br />Kociscak, and Wivoda. Voting No: None. Absent: Commissioner Nixt. <br /> <br />Case #3: Proposed Urban Sidewalk Ordinance; Case of City of Ramsey <br /> <br />Chairperson Anderson closed the regular portion of the Planning Commission meeting at 8:18 <br />p.m. in order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairman Anderson called the public hearing to order at 8:18 p.m. <br /> <br />Presentation <br /> <br />Commissioner Dempsey stated that a proposed Sidewalk Ordinance has been discussed a number <br />of times by both the Park Commission and the Planning Commission during 1999 and the <br />present year.
