Absent: Commissioner DroegM~~ ~ ~ C~°k' C°~ Asfahl, O, strum, and <br /> <br />commss~oN BUS~ESS~_0~ ~ <br /> Case//1: Recommend Urban Sidewalk and Trail Ordinance <br /> <br />Parks/Utilities Supervisor Boos stated that a proposed sidewalk ordinance has been discussed a <br />number of times by both the Park and Recreation Commission and Plauning Commission during <br />1999 and the present year. Following the March 14, 2000 City Council meeting, the above <br />Commissions conducted a joint meeting for purposes of refining the Ordinance submitted for <br />Council consideration. Subsequent to the joint meeting, a "Sidewalk Ordinance Committee" met <br />twice to further refine the Ordinance. The proposed ordinance was approved by the committee <br />for Park and Recreation consideration. The Planning Commission recommended that the City <br />Council introduce the sidewalk ordinance for adoption with the following change: <br /> <br />· In the ordinance, replace the text of the second sentence under Section 2 Amendment, #11 <br /> Sidewalks, as follows: Sidewalks may be required on cul-de-sacs. <br /> <br />Parks/Utilities Supervisor also noted that the Planning Commission directed staff to research <br />City Code for penalties that may already exist for not removing snow from sidewalks, since the <br />language could conflict with the outcome of the sidewalk ordinance. The Planning Commission <br />also discussed formulating a recommendation to City Council regarding snow removal from <br />sidewalks, but they could not come to a consensus. <br /> <br />The Park Commission discussed whether or not maintenance of the sidewalks should be outlined <br />in the sidewalk ordinance, and the consensus of the Commission was that maintenance of the <br />sidewalks was not related to the ordinance. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Rolfe, to recommend that City <br />Council introduce the Sidewalk Ordinance for adoption as amended by the Planning <br />Commission. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Ostrum, Rolfe, Asfahl, Johns, and <br />LaMere.
