DRAFT <br /> <br />that staff research the code further and inform the Council of any existing regulations on this <br />subject. <br /> <br />Motion by Commissioner Dempsey, seconded by Commissioner Wivoda, to recommend that <br />City Council adopt the Sidewalk Ordinance. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Wivoda, <br />Johnson, and Kociscak. Voting No: None. Absent: Commissioner Nixt. <br /> <br />Commissioner Johnson stated that he is torn on the maintenance issue. He lived in Anoka for <br />many years and felt the City should be responsible for the removal of the snow because not all <br />residents are able to remove the snow themselves. On the other hand, he understands that the <br />City of Ramsey is not Anoka and does not think it would be feasible for the City of Ramsey to <br />clean sidewalks throughout the City. <br /> <br />Commissioner Dempsey stated that he would prefer that there not be a requirement for snow <br />removal at this time. He expressed the need to establish a maintenance fund to allow for future <br />maintenance of the sidewalk, which may eventually create enough money for the City to begin <br />cleaning sidewalks. <br /> <br />Commissioner Kociscak replied that currently the City assesses for any road maintenance that <br />needs to occur in a development and questioned why they would not do the same for sidewalks. <br /> <br />Commissioner Dempsey questioned how the property owners would be assessed. <br /> <br />Commissioner Johnson replied that homeowners on both sides of the street would have to be <br />assessed. <br /> <br />Commissioner Dempsey noted that by establishing a fund, the entire City would bear the cost of <br />the maintenance. <br /> <br />Commissioner Kociscak replied that some neighborhoods don't have any .sidewalks and should <br />not have to pay for them.
