CASE #

ADOPT ORDINANCE TO ESTABLISH MAINTENANCE REQUIREMENTS FOR
INDIVIDUAL SEWAGE DISPOSAL SYSTEMS (ISTS)
By: Community Development Director Sylvia Frolik

Background:

On June 13, 2000, the City Council introduced an ordinance to amend the Septic System section
of City Code to require homeowners to assess the functionality of their systems at least every 3
years, require pumpers to provide the City with monthly pumping reports which the City will
maintain, and that the City will publish an annual reminder of the 3 year assessment requirement
in the City newsletter.

Observations:

In accordance with the City Charter, the ordinance is now eligible for adoption. It is hoped that
this ordinance will bring about a determination of completeness of Ramsey's comprehensive plan
submittal to the Metro Council and the formal 60 day review period will commence.

The minutes from the June 13 Council work session and regular meeting are enclosed for your
information.

Recommendation:

City Staff recommends adoption of the enclosed ordinance.

Council Action:
Motion to adopt Ordinance #00-0l/~stablishing
treatment systems.

maintenance assessments for individual sewage

Roll Call Vote:

Councilmember Terry Hendriksen
Councilmember Susan Anderson
Mayor Tom Gamec
Councilmember Margaret Connolly
Councilmember Gerald Zimmerman

Review Checklist:
City Administrator
City Attorney

CC: 06/27/00

169

I!
