By reopening the hiring <br />process, staff feels they may have another opportunity to recruit more qualified applicants. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend Council <br />authorize staff to reopen the hiring process for one full-time Public Works Maintenance Worker <br />position. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson. Voting No: None. <br /> <br />Case//8: Authorization to Meet with Consultants to Address City Staffing Needs <br /> <br />Assistant City Administrator Moore-Sykes pointed out that, as the City of Ramsey continues to <br />grow and struggles to keep up with the increase in citizenry and new development, there will be <br />increasing service demands and expectations placed on City Hall and its employees by residents. <br />In reviewing the current situation, staff feels the City needs to plan for its future and work on <br />defining external and internal expectations (present and future) of the City and staff. Previously, <br />an organizational analysis was completed for the City by Labor Relations Associates, Inc., as a <br />way to get at some of these issues and to assist the City in planning for future expectations. Staff <br />has determined that the report was inadequate in that it solely addressed the City's current <br />staffing situation and it lacked vision. It did not provide an assessment of the City's present <br />situation or what the corresponding future organizational requirements would be. In addition, <br />the analysis reacted largely on a department by department basis, thereby ignoring existing <br />working relationships between departments and gaps in service coverage and workflow as a <br />whole. Ms. Moore-Sykes reported that, at a recent meeting for public sector resource managers, <br />staff heard a presentation addressing future organizational needs by Rod Kelsey of Riley, <br />Dettman & Kelsey, a staffing and organization needs consulting firm. In his presentation, Mr. <br />Kelsey talked about future issues and concerns for organizations in attracting, recruiting, hiring <br />and maintaining staffing levels. Mr. Kelsy also discussed how other factors, such as present and <br />future service provision expectations by an organization's clients, quickly changing trends in <br />office technology and innovation compensation offerings are also impacting an organization's <br />ability to meet its staffing needs. Ms. Moore-Sykes continued that, in contacting Mr. Kelsey to <br />answer follow-up questions, he offered to meet with City Department Heads and Supervisory <br />staff from all City departments, at no cost to the City, to discuss key issues and how these key <br />issues are impacting what's not working organizationally for the City. Based on the information <br />he gets from staff, Mr. Kelsey will submit a report for Council review. The provision of this <br />report in no way obligates the City to continue with further consultations with Mr. Kelsey or his <br />firm. <br /> <br />Councilmember Connolly inquired if Mr. Kelsey will look at present employees and their level. <br /> <br />Ms. Moore-Sykes replied that she felt he will ultimately do that if he is hired to do so by the <br />City. <br /> <br />Councilmember Connolly stated she wants to make certain that current staff's level of expertise <br />is reviewed. <br /> <br />Personnel Committee - May 23, 2000 <br /> Page 5 of 6 <br /> <br /> <br />
