Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend that the <br />City Council authorize staff to hire an intern for Community Development for the summer and <br />adopt the resolution to transfer $6,500 from the General Fund Budget of Engineering personal <br />services to the budget of the Planning and Zoning personal services. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson. Voting No: None. <br /> <br />Case #6: Authorize Process to Hire a Full-Time Public Works Secretary <br /> <br />Human Resources Manager Heryla stated that with the addition of a City Engineer and the <br />resignation of two secretaries (Rybak and Kusler), staff has determined additional clerical and <br />secretarial help is needed in the Public Works and Engineering departments. She explained that <br />a Public Works Secretary would greatly help the Public Works and Engineering Departments <br />accomplish several things. With clerical secretarial support for the City Engineers, Director of <br />Public Works and the Public Works Supervisors, the employees of this department would be able <br />to spend more time focusing on City projects requiring their attention and expertise and less time <br />on administrative duties that would be better handled by a secretary. The amount of clerical <br />work generated by the department will increase with the addition of a second City Engineer and <br />having a dedicated Public Works Secretary makes sense for keeping projects and communication <br />moving efficiently and on time. Ms. Heryla pointed out that the secretary could also assist in <br />tracking projects and ensuring timely delivery of notices and mailings in addition to managing <br />the records and files of the departments. She noted that the Public Works and Engineering <br />departments are in great demand and will continue to be in demand as the City grows. These <br />departments have a need for additional organization, administration, and coordination beyond <br />what the current level of Administrative Services can provide. Staff is asking for authorization <br />to begin the process to recruit and hire a Public Works Secretary. <br /> <br />Motion by Councilmember Anderson and seconded by Mayor Gamec to recommend that City <br />Council authorize the process to recruit and hire a Public Works Secretary to work in an <br />administrative support role for both Public Works and Engineering. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson. Voting No: None. <br /> <br />Case//7: <br /> <br />Request Authorization to Reopen Hiring Process for One FulI-Time Public <br />Works Maintenance Worker <br /> <br />Human Resources Manager Heryla stated that in late February, staff began a process to recruit <br />and hire a full-time Public Works Maintenance worker. The number of needed workers was <br />increased to two when Brian Swanson resigned from his position as a Public Works Maintenance <br />Worker on March 23, 2000. On April 1 I, 2000, Council authorized the hiring of two Public <br />Works Maintenance workers and naming one alternate. Ms. Heryla reported that the positions <br />were offered to two applicants; one accepted and has begun full-time employment, while the <br />other applicant declined the offer. The alternate also declined the position, therefore, the Public <br />Works Department is still down by one full-time position. She noted that after reviewing the list <br />of applicants once again, staff is concerned that going deeper into the list to hire for the second <br />position will not give the City an employee that has the skills, abilities, and experience necessary <br /> <br />Personnel Committee - May 23, 2000 <br /> Page 4 of 6 <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
