The MPRS <br />Executive Committee, upon completion of its investigation for dissolution, is now <br />recommending to its members that the organization be dissolved since it no longer serves the <br />purpose for which it was formed. The final step in dissolution of MPRS requires the adoption of <br />a resolution to dissolve by two-thirds of its members. She noted a memorandum attached to the <br />agenda case from MPRS highlighting the facts she presented. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Anderson to recommend Council <br />adopt the resolution approving the dissolution of the Minnesota Police Recruitment System <br />(MPRS). <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Anderson. Voting No: None. <br /> <br />Case #5: <br /> <br />Authorize the Hiring of a Temporary Community Development Intern and <br />Adopt a Resolution to Amend the 2000 Budget <br /> <br />Human Resources Manager Heryla noted that with the City's continuing growth, the Community <br />Development Department is also experiencing a growth in the demand for their services. With <br />the increasing number of projects that need their immediate attention, as well as the day to day <br />assignments, staff is requesting that the City Council authorize the hiring of an intern for the <br />summer months. Summer is typically recognized as a time when the demands for service from <br />this department is at its greatest. Ms. Heryla observed that, in addition to having an intern to <br />provide research and general zoning and land use information, the Community Development <br />Department also needs to have assistance with code enforcement, sign enforcera, ent, building <br />activity reports, cemetery file updates, property address updates, comprehensive plan file <br />cataloguing, ordinance research and development, special projects assistance (i.e. Highway #10 <br />Corridor Study) and City Code Zoning Chapter updates. Both the City and a student will benefit <br />from this situation. Ms. Heryla reported that the estimated cost for an intern is $6,500 and could <br />be taken from the Engineering Cost Center 301. In discussing the possibility of using available <br />funds, the Finance Officer advised staff that the City had budgeted for the hiring of an additional <br />engineer in the 2000 budget. She indicated that since the engineer will not be starting with the <br />City until May 30, there are excess funds from this line item that could be used to pay for an <br />intern for the Community Development Department. <br /> <br />Councilmember Anderson expressed concern that the Community Development Department is <br />"so young" and she wondered if there should be more money dedicated to fund a "heavyweight" <br />for the Department instead. <br /> <br />Councilmember Zimmerman commented that if Community Development Director Frolik asked <br />for an intern, and she feels it will help with the workload, then he thought it should be given to <br />her. <br /> <br />Personnel Committee - May 23, 2000 <br /> Page 3 of 6 <br /> <br /> <br />
