Presentation

Community Development Assistant Wald stated that on December 18, 1997, the City issued an
inter/m use permit to Amcor Precast at 6640 Industry Avenue NW, Ramsey, for the utilization of
a 24' x 60' modular office structure until June 1, 1999 to complete their assessment of space
needs and possibly developing the site as a permanent location. Amcor is requesting another two
year interim use permit to continue utilizing a temporary office structure on their property.
Amcor is currently going through a budget process and finalizing design plans for permanent
structures to be constructed on the parcel in the years 2001 - 2003. The architect for the project
will be Miller Architect. They are currently working on designing a manufacturing facility,
office building, and future manufacturing addition. Amcor is looking into the possibility of
receiving TIF assistance from the City. If Amcor would receive TIF assistance, then they would
most likely be able to build both the manufacturing and office facility in the year 2000. In the
event that TIF assistance is not available, AMCOR would phase their project over a three year
period. The City has previously granted permits for temporary structures in the commercial and
industrial areas to facilitate redevelopment, growth or relocation. Waste Management's permit
for a temporary office structure was issued to be in effect as long as it took for their final vertical
expansion (three years with four six month extensions available). Listul's permit was granted for
a one year period while they developed plans to expand or relocate in Ramsey; they received a
one year extension. The School's permit was issued for a two year period to allow time to
construct the addition to Ramsey Elementary. Rehbein's permit for a modular dwelling at the
Links was to provide living quarters for the project superintendent during construction of the golf
course.

Citizen Input

There was none.

Motion by Commissioner Nixt, seconded by Commissioner Johnson, to close the public hearing.

Motion Carried.
