Ms. Katnis entered into a purchase <br />agreement that provides for the kind of development called for by the <br />Comprehensive Plan. Continuation of the Moratorium with respect to the Kamis <br />land will deprive her of that fight, and will cause her substantial economic harm. <br /> <br />That the zrantina of the exception will not be detrimental to the public welfare or <br />i..n. iurious to other p. roperrv in the area in which the properW is situated. Orrin <br />Thompson Homes prepared a concept plan for the property in consultation with <br />the neighbors. Granting an exception to the Moratorium to enable Orrin <br />Thompson to develop its project will not injure the other property in the area in <br />any way. With regard to the public welfare generally, the development will be <br />consistent with the Comprehensive Plan. With regard to the immediate neighbors, <br />the concept plan provides for the least possible effect. On'in Thompson has met <br />with the owners of the four residences to the west of the property, and also with <br />representatives of ACAP and Lord of Life Church, which are respectively on the <br />north and south of the property. Orrin Thompson incorporated into the plan the <br />ideas and concepts provided by the neighbors, specifically a 2.75-acre park along <br />the entire west property, line. The neighbors favor the concept plan. <br /> <br />That the proposed exception will be harmonious with and in accordance with the <br /> <br />specific objectives of the CiW's existin2 Comprehensive Plan and will not <br />adversely affect the planning process for adoption of amendments to the <br />Comvrehensive Plan above described. Orrin Thompson Homes has developed a <br />concept plan that is in complete 'accordance with the recently submitted <br />Comprehensive Plan the City of Ramsey did for the Met Council. We developed <br />our plan from the restrictions and ordinances that will bind the property under the <br />new Comprehensive Plan. We have density that is consistent with the <br />Comprehensive Plan and we are contributing nearly three acres of dedicated <br />parkland to the City of Rarnsey. <br /> <br />That the proposed use/subdivision will be consistent with the intent and purpose <br />of this Ordinance. The intent and purpose of the Moratorium is to protect the <br />planning process. The Moratorium prevents development during the time the City <br />needs to complete its land use studies and update the Comprehensive Plan. <br />Granting an exception to the Moratorium will enable Ms. Katnis and Oran <br />Thompson to bring forward a concept plan to develop the property in accordance <br />with the results of the planning process. Here, the property is guided for high- <br />density residential development, but zoned for commercial development.
