Councilmember <br />its adoption: <br /> <br /> introduced the following resolution and moved for <br />RESOLUTION #00-07- <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT # R.ELATING TO A <br />REQUEST FOR A~N EXCEPTION TO THE DEVELOPMENT MORATORIUM <br />ESTABLISHED BY ORDINANCE 99-12 <br /> <br /> t,V[--IEREAS, on July 10, 2000, the City received a written request for an <br />exception to the development moratorium from Moss & Barnett on behalf of Marlene <br />Katnis, and Orrin Thompson Homes ("Applicant"). <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicants requested an exception to the development moratorium in order <br />to submit an application to the City to rezone the property generally known as 14660 <br />St. Francis Blvd. N.W. ("Subject Property") from B-I Business to R-3 Urban <br />Residential. <br /> <br />2. That the stated purpose of the rezoning is to facilitate development of the Subject <br /> Property with town_homes at a proposed gross density of 9 units per acre. <br /> <br />That the land use map in the draft Comprehensive plan dated December 21, 1999 <br />identifies a change in the land use of the subject property from commercial to high <br />density residential at a maximum density of 15 units per acre. <br /> <br />That on July 11,2000, the City Council directed City Staffto amend the December <br />21, 1999 draft Comprehensive Plan at Metropolitan Council for review to decrease <br />the number of units allowed in the high density residential category from 15 to 7 units <br />per acre. <br /> <br />That Ordinance #99-12 established that the purpose of the moratorium is to protect <br />the planning process and allow the City time to amend its Comprehensive Plan and <br />adopt zoning regulations to implement the amended Plan. <br /> <br />That the draft Comprehensive Plan has not been finally approved by Metropolitan <br />Council or Ramsey City. Council and consequently, the change in land use from <br />commercial to high density residential should not be considered a certainty at this <br />point. <br /> <br />That as a result of the draft Comprehensive Plan still being in the review stage, the <br />zoning regulations to implement the new Plan have also not been amended at this <br />point in time. <br /> <br />-84- <br /> <br /> <br />
