The plan also references 3 ash trees; the sizes <br />of all the plant stock must be noted for landscape plan approval. Single species plantings around <br />the foundation do not meet City standards. The immediate building landscape shoUld consist of <br />a variety of species, Vanhoutte Renaissance Spiraea should be used instead of other varieties of <br />Spiraea due to their small size for a commercial building. The "green area" west of the building <br />should receive some landscape treatment. A list of plantings that do well in Ramsey soils is <br />attached for information purposes. <br /> <br />Screening: Tb_e subject parcel does not need to provide screening as it is surrounded by <br />properties zoned Industrial and Highway Business. <br /> <br />Waste Storage: City Code requires dumpsters to be either stored indoors or in a completely <br />screened enclosure outdoors. 1'ne site plan is proposing a completely screened stained cedar <br />waste storage area. <br /> <br />Off-Street Parking and Driveways - Design: The plans proposes that the driveway and off- <br />street parking area be surfaced with bituminous pavement and the perimeter of all pavement will <br />be finished with B-6/12 concrete curbing. <br /> <br />Off-Street Parking - Spaces Required: The plan proposes to provide 12 parking stalls for both <br />employees and customers. City staff finds this meets City Code requirements. <br /> <br />Architectural Standards: The building does not exceed the 35-foot height limit. The exterior <br />wails are proposed to consist of vinyl siding. Vinyl siding is a deviation from City Code <br />requirements in the Highway Business district and will require City Council approval <br /> <br />Drainage, Grading and Erosion Control: The concept presented by this drainage and Fading <br />plan is not unacceptable, the gist of the plan is to place a 1,568 square foot building on a large <br />lot. Drainage from the building will flow west and east onto the parking lot, the parking lot will <br />then flow north onto [ 46~ Ave. <br /> <br />However, there should be a reevaluation of building and parking grades. A grade of one half <br />percent over the parking lot will likely result in ponded areas leading to premature pavement <br />replacement. There is also insufficient drainage from the building to the parking lot, three (3) to <br />six (6) inches of fall. Also many of the contours and spot elevations are ambiguous as to their <br />value and location. <br /> <br />The City will with.hold a determination of the storrnwater utility, charge so that consideration <br />might be given to reducing the charge by directing parking lot water runoff into the holding <br />pond. <br /> <br /> <br />
