Absent: Commissioner <br />Wivoda. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />I) City Council public heating and regular meeting minutes dated May 9, 2000 <br />2) City Council work session meeting minutes dated May 23, 2000 <br />3) City Council public hearing and regular meeting minutes dated May 23, 2000 <br />4) City Council public hearing and regular meeting minutes dated June 13, 2000 <br />5) City Council work session meeting minutes dated June 29, 2000 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case#I: <br /> <br />Request to Rezone certain Property from R-1 Rural Residential to R-1 <br />Urban Residential; Case of Reilley Estates Partnership, Inc. <br /> <br />Chairperson Anderson closed the regular portion of the Planning Commission meeting at 7:22 <br />p.m. in order to conduct the continuance of the public kearing. <br /> <br />Public Hearing <br /> <br />Chairperson Anderson called the public hearing back to order at 7:22 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that the Reilley Estates Partnership is requesting <br />a rezoning of property proposed to be platted into single family urban residential lots. The <br />property is approximately 75 acres in size. The Comprehensive Plan amendment initiated by <br />Ramsey in 1993 and approved by the Met Council in 1995 placed the subject property in the <br />Metropolitan Urban Service Area (lVffUSA) for residential development with urban services. The <br />adjacent parcels to the north, east and west and on the south side of 15Ta Avenue NW are also in <br />the MUSA and zoned rural residential. The surrounding properties were developed prior to <br />being included in the MUSA and consist of the larger, rural lots served by on-site well and <br />septic. The current Comprehensive Plan targets this area for residential development with urban <br />services. The applicant has provided a general development plan documenting their intent to <br />develop the property with single family urban lots. Approval of the rezoning would be based on <br /> <br />Planning Commission/July 10, 2000 <br /> Page 2 of 20 <br /> <br /> <br />
