This project should be directed to the Board of Adjustrnent for a variance. <br /> <br />Landscaping: The only landscaping noted on the plan appears to be the addition of 15 <br />"evergreens". I£ these are to be salvaged as volunteers from the existing stand the applicant <br />should be advised ~at scorch pine are a relatively short lived tree and the large number of same <br />species planting does not provide good disease prevent/.on strategy. The building addition must <br />have some foundation landscaping in order to receive landscape plan approval. Mark Boos Parks <br />and Utilities Supervisor may be consulted for assistance in this matter at 763-427-8254 <br /> <br />Screening: The subject parcel need not provide screening as it is surrounded by properties zoned <br />Business. <br /> <br />Waste Storage: The plan proposes a durnpster on the side of' the proposed addition. The trash <br />enclosure wiI1 need to be enclosed and fully screened. The building materials will need to match <br />those being used for the proposed addition. The site plan should be modified to include the <br />dumpster screening materials. <br /> <br />Off-Street Parking and Driveways - Design: The plan shows that the existing driveway and <br />off-street parking area is paved. The proposed driveway (for trah'ring and delivery purposes) to <br />the addition will be surfaced with bituminous pavement, but not finished with B-6/I2 concrete <br />curbing. Staff is recommending that the development permit require the installation of B-6/I2 <br />concrete curbing around the per/meter of' all blacktop. <br /> <br />Off-Street Parking - Spaces Required: Boilermakers currently has 29 customer parking spaces <br />and they are proposing to add I more for a total of 30 parking spaces. City Code requires 34 for <br />this site. However, the exist./ng parking is underutilized and staff finds that 30 parking spaces <br />adectuately meets the needs. <br /> <br />Architectural Standards: The proposed addition does not exceed the 35-foot height limit. <br />Exterior walls are proposed to consist of a combination of brick, painted concrete block, rock_face <br />concrete block, cedar ply'wood and asphalt shingles. The use of the cedar siding in the proposed <br />addition would be consistent with the existing building, but it does deviate from city code and <br />requires council approval. Staff is also recommending the use of integrally color treated concrete <br />block versus painted block. <br /> <br />Drainage, Grading and Erosion Control: The new addition will create approximately 3,600 <br />square feet of additional paving between the building addition and new driveway. The drainage <br />from the new building will be the front and rear of the addition and be largely absorbed in turfed <br />and wooded areas.
